Sir,

In continuation of my Despatch No. 232 of the 22nd of June last, I have the honour to transmit the enclosed

return of seizures of opium on board steamers brought up to date, and to confirm my cypher telegram of the 18th March paraphrase of which is attached.

I take this opportunity of acknowledging your Confidential Despatch of the 30th November, and I would venture to express the opinion that in dealing with the smuggling of so valuable an article as opium no detective measures will have much success which are not backed by a system of large rewards to informers. In this Colony the usual rewards for information leading to the seizure of opium is at the rate of $2.50 per

pound.
